The NSW Department of Community Services (DOCS) administers legislation relating to the care and protection of children (currently under review) and a range of community services.

What happens in a DOCS child protection investigation?

When DOCS receives information that a child may be being abused or neglected there are several possible courses of action. If the matter involves sexual abuse or serious physical abuse where there is an element of criminality, liaison will occur with the police department Child Protection Investigation Team (CPIT), regarding a joint investigative response. This will mean the child is interviewed by a police officer and a district officer working together with the objective of reducing the trauma involved for the child. This process aims to avoid multiple interviews for the child. In cases that do not involve an element of criminality the child may still need to be interviewed by a district officer to establish clearly whether the allegation made by the notifier is substantiated and to begin assessing any risk of the child being exposed to further abuse or neglect. Often these interviews will take place at school. The child has the opportunity to have a support person present for the interview.

Where it is alleged that the person responsible for the abuse or neglect is a parent or a close family member or friend, the child will generally be interviewed prior to the parents being informed of the allegation. This is to ensure that the child is not questioned or pressured before being interviewed by an independent and trained district officer. It is the department's policy that once the child has been interviewed, his or her parents are promptly informed of the allegations and of the outcome of the interview. The input of the parent or parents (and any other relevant persons) is an essential element in the departmentís assessment of the childís situation. In addition to making an assessment of what the child has experienced (in other words, 'has abuse occurred or has it not?'), an assessment is made of any future action required to protect the safety and well-being of the child or children.

I have an assignment and I need to investigate a local community support group. I thought of doing DOCS and I was hoping that you would be able to give me some information on the following points:

*the target group for the service
*how the service is accessed
*the cost of accessing the service
*the sources of finding to operate the service

Any information on the above topics would be muchly appreciated.

I am following the out comes of the recent phone line for reporting child abuse, by analysing your policy. However I am having difficulties obtaining it. Could you send me the policy for this as I am using this particular one for an assignment for uni, in a subject called Social Policy 2.

I note the recent DOCS report NSW to parliamant which states that 2640 complaints of CSA were 'substantiated' I note the unusual ratio of child abuse and neglext, a common phenomenon to CSA, which should be rare, in comparison.

Can you tell me what is meant by 'substatiated'?

Can you tell me what skills, training and time resources do the 'substantiatin'g agents devote to investigating two cases a week of CSA as well as their case loads? i will try to get the report.

After seeing the number of lives you have ruined, and the childrens lives you have shattered, i am appaled that you can call yourself 'child protection.' Alot of false allegations of child abuse have started IN the docs, where no previous allegations have been made. How dare you tell a man he has abused his kids, when in mast cases, his kids are the world to him. With no actual evidence, you can use the family court as a way to succesfully acuse and victimise a man who has done wrong. For shame on you all.

I tend to agree with 'Mr Z' above, however from an SA perspective and horrendous experiences with FACS and FCA (especially for the children involved). The investigation of Social Workers who make and support false allegations is non-existent. Did you know they 'burn' infant children's drawings of step-fathers with big penises here. Perhaps the investigations should be overseen by child's ombudsman or the like. This may add some honesty to the processes.
